Affordable Housing Plan
HB 295 required cities and counties to develop an Affordable Housing Plan. Daggett County Adopted Resolution #00-09 on March 7, 2000. Since that time the County has worked on several projects to bring affordable housing to those who live and work within the County. A Community Development Block Grant (CDBG) was obtained to purchase some lots in the Harper’s Landing Subdivision and efforts were made in conjunction with the Uintah Basin Association of Governments to develop some self-help housing.

Problems
These efforts were unsuccessful in that a large enough group of potential homebuyers/builders were not able to get qualified at the same time to get the project off the ground. The potential homebuyers were also required to put in 35 hours a week (including help from family and friends) to help build the homes and increase the equity in their home.

Resolution
The Uintah Basin Applied Technology College (UBATC) helped salvage the program, by hiring a Construction foreman that would supervise inmates from the County Jail to perform the labor and learn the construction trade. The inmates have to qualify to participate in the program and it gives them incentive to learn a useful trade and keep up their good behavior. It lowers the cost of construction, so it also benefits the homeowner. These homes are quality built homes with Energy Star ratings.

Progress
Six homes have been built and sold to date and two more are currently under construction. Down payment assistance was obtained to help qualifying low to moderate income homebuyers more easily afford the closing costs and monthly payments of these nice homes. Income guidelines are based on the number of people in your household. Applicants must also have reasonably good credit and a debt ratio that allows the required monthly payments.
